                      The Contractor has started the clearing, grubbing, and temporary fencing works at the project site this month. The earthworks, which constitue bulk of the target this month, cannot start until the Building Permit is released. This results to a -1.05% project slippage.
                            Late this month, three (3) personnel from the MCWD had conducted the in-plant inspection of the modular tank components at the manufacturer's plant in Eye Airfield Industrial Estate, England, United Kingdom. The tank components are expected to be delivered on December 2016 in time for the scheduled installation on January 2017.

10.0 Proposed Pipelines Expansion Under Hydraulic Area 1 Package 5 (Brgy. Pajo & Pusok, Lapulapu City) M.E. By the end of the October 2016, the contractor has submitted a courtesy letter regarding the project to the DPWH Region VI.

The time extension granted to the contractor was ratified by the BOD with Resolution No. 09-188-2016. The PERT/CPM and the corresponding target accomplishment had been revised and approved.
According to the Contractor their supplier has already shipped the materials from India on September 15, 2016. It is expected to arrive at the port of Cebu by mid-October 2016. The previous request by Contractor for time extension has been approved by the Acting GM on September 6, 2016 and is awaiting for ratification from the BOD. If ratified, the new target completion date will be on December 7, 2016. Consequently, the PERT/CPM and the corresponding target accomplishment will be revised accordingly.
                             
11.0 Proposed Pipelines Expansion Under Hydraulic Area 1 Package 10 (Pusok-Matumbo Road and Mustang Road, Brgy. Pusok and Brgy. Mactan, Lapulapu City) M.E. The PERT/CPM and corresponding target accomplishment had been revised and approved. Pipeline installation along Matumbo and Mustang Road is completed except for the interconnection points. Pipeline installation along Soong-Dapdap Road is ongoing. Contractor's requests for Time extension No. 1 and Variation Order No. 1 with time extension has been approved by the Acting GM and is awaiting for ratification from the BOD. If ratified, the newtarget completion date will be on October 21, 2016. The target accomplishment shown at the left is based on the proposed revision of PERT/CPM if the BOD will ratify the time extension and variation order.

While waiting for the issue regarding the road restoration to be resolved, PMO had issued a partial time suspension of the works for the road restoration along M.V. Patalinghug.

                            For the Cordova area, the only remaining works for this area is the ongoing road restoration.
                       
13.0 Proposed Pipelines Expansion under Hydraulic Area 1 Package 11 (Brgy. Jubay, Liloan, Cebu) A.L. PMO has issued a suspension order for the works of the bridge crossing pipeline that is affected by the ongoing DPWH bridge widening. Meanwhile, an independent support for the bridge crossing pipeline submitted by the contractor is being evaluated by ED. Once the independent support will be approved by MCWD, PMO and the contractor will then be negotiating for the cost of the same.
                         
14.0 Proposed Pipelines Expansion under Hydraulic Area 1 Package 3 (Consolacion, Cebu) Geo-Transport & Construction, Inc. 270 Php 63,385,179.00 PhP 63,385,179.00 15 Apr 2015 09 Jan 2016 10 Apr 2016 100.00% 61.85% -38.15% Contractor has been instructed to proceed works along Road to LDU. Pipes are to be installed at the opposite side of the road from the originally proposed pipe route. The newly installed pipes along Road to LDU had already passed hydrotesting. Presently, contractor is searching for leakages of the pipelines along Pondol Road in preparation for hydrotesting. The Contractor had already completed pipe installations on all areas of this project except for the Road to LDU area. Residents in this area are preventing the contractor from performing any works. To recall, MCWD had requested the Municipal Mayor of Consolacion to intervene on this matter. Recently, MCWD had received a correspondence from the Mayor stating that the residents would allow the pipelaying at the opposite side of the proposed pipe route.



                            Meanwhile, contractor is making finishing touches with the assemblies along Hi-way, Tayud, Road to Redwood, and Pondol Road. With this new development, PMO and the contractor will have a courtesy visit with the Brgy. Captain of Tayud by early October 2016. After which, contractor will proceed works along Road to LDU. Meanwhile, contractor is preparing the pipelines along Pondol Road and Road to Redwood Subdivision for final hydrotesting. Of the areas which already passed hydrotesting, namely, Tayud Highway and Bagacay Road, the Contractor is making finishing touches with the assemblies.

The Norkis area was completed on June 15, 2016. It has been turned-over to PDD on June 30, 2016. Works on the other areas is ongoing.
Final inspection for the Liloan area was conducted last October 26, 2016. The completed portion along Cebu-Hagnaya Wharf Road is scheduled for final inspection by November 2016.

The EXECOM has allowed the contractor to continue and complete the project. Provided, that the contractor can secure the necessary permits within 15 calendar days upon receipt of the notice to resume works.
Awaiting for the contractor to submit the necessary permits.

This is based on my own estimates considering the remarks. I just deducted 80m of the pipeline and the bridge crossing pipeline.
