CMWD on February 4,
2016 had submitted to PMO drawings and operational scheme of its
proposed supply line at the Casili
injection point based on the 3 reservoirs which were approved by the BOD. The
PMO had endorsed the drawings and operational scheme to the Engineering
Department for its evaluation. The evaluation is still ongoing. |

CMWD has been
delivering 18,000 cu.m./day at the 3 drop-off points (Compostela, Liloan and
Consolacion) and at the Consolacion temporary main delivery point since January 5, 2015. Under the Contract,
CMWD will deliver 35,000 cu.m./day at the start of the second year. |

The 3 reservoirs of CMWD
at Casili are already completed. This
3-reservoir scheme for the Casili injection point were approved by the
BOD. |

After it failed to replace the
temporary flowmeters and complete the flowmeter vaults within the specified
period, CMWD had asked for an extension on or before the day 1 of the Year 2
of delivery. During the July 15, 2015 EXECOM Meeting attended by CMWD, the
MCWD had granted CMWD's request but until October 2015 only. October 2015 had
ended but CMWD still failed to comply the above requirement. |

The installation of CMWD's
Ø700mm transmission line going to the existing Casili Reservoirs is about 98%
complete. Then AGM Singson informed PMO that the 3 reservoirs proposed by
CMWD were approved by the BOD. The PMO has yet to receive copy of said BOD Resolution.
The construction of the 3 reservoirs by CMWD has been going on without
coordination with the PMO. |

Under the
Contract, the Service Provider will construct a Septage Treatment Facility at
the MCWD property in Cordova, Cebu and shall collect, transport and treat the
septage and dispose the bio-solids. The term of the service contract is five
(5) years from the Day One of operation. |

The CorPlan Department has been
monitoring this project since the issuance of the Notice to Proceed. In one of its meetings sometime February
this year, the EXECOM had informed the PMO about this project and expressed
its desire for the latter to handle the monitoring of the project. The PMO on
its February 18, 2016 memo to the EXECOM, had proposed that the CorPLan
Department be retained and the PMO will be involved as part of the monitoring
team. The PMO has officially assumed as part of the monitoring team this
March 2016. |

The construction of the septage
treatment plant is ongoing. The imported modular receiving unit and
dewatering facility are scheduled for installation next month. |

The EXECOM has ruled that MCWD
is responsible for the site development works of the Cordova property. Big
portion of the property has to be filled up to the level required by the
Service Provider in order for it to operate the plant. The PMO has coordinated
with the Engineering Department to prepare the site development plans and
cost estimate. Considering the election ban and the short time left before
the Day One, the PMO proposed to the EXECOM that said site developement works
be made part of the work of the Service Provider under a Supplemental
Agreement. The EXECOM has given its nod for the PMO to proceed with the the
cost negotiation. The PMO is awaiting the plans from the Engineering
Department before it will ask the
Service provider for acost proposal. |

In its November 2015 letter to
Acting GM Dalena, CMWD had requested that it be allowed to start the year 2
of delivery (35,000 m3/day) thru the temporary injection point at Consolacion and
also asked an extension until May 2016 for the required storage tank. The
MCWD EXECOM has yet to decide on this. |
