1.0 MCWD Bulk Water Supply Contract (Compostela-Liloan-Consolacion Injection Points) Cebu Manila Water Development Inc. Php 24.59 / cu.m. Year 1                    : 18,000 m3/day 18 Dec 2013 6 Months from Contract Signing   CMWD has been delivering 18,000 cu.m./day at the 3 drop-off points (Compostela, Liloan and Consolacion) and at the Consolacion temporary main delivery point  since January 5, 2015. Under the Contract, CMWD will deliver 35,000 cu.m./day at the start of the second year which will be on January 2016. Following the approval by LWUA of the MCWD's request for Water Rate Adjustment, the MCWD has notified CMWD that the effective Day 1 of delivery for this bulk supply contract is December __, 2014.
Year 2 to Year 20 : 35,000 m3/day   (The Terms of Reference has Prefatory Condition that the Contract is binding and enforceable only upon approval of the Water Rate Adjustment requested by MCWD with the Local Water Utilities Administration)
CMWD had failed to meet its commitment, as part of the agreed conditions set by MCWD for allowing CMWD to start the delivery of water, to replace the temporary flowmeters wit the approved ones and construct the flowmeter vaults by end of January and February, respectively. Construction of the flowmeter vaults has yet to start while the approved flowmeters are yet to be delivered by the supplier.  CMWD had proposed a temporary connection scheme for the 3 drop-off points and a temporary Ø1000mm injection point at Consolacion which the BOD had approved. CMWD's target to inject its water into MCWD's pipeline system at the latter part of December 2014 did not materialize. Contractor's promise to construct the permanent meter vaults by January 2015 was not materialized. Contractor has not yet completed the design for the same.
In lieu of the required 5,000m3 capacity tank (start of the 2nd year of delivery), CMWD had proposed to construct 4 tanks with combined storage capacity of 5,000m3 and with the same hydraulic grade as the existing Casili Reservoirs. MCWD in concept had approved the proposal and required CMWD to submit the piping details and the detailed design of the tanks.
