                      The BOD has already granted the Contractor's request and PMO's recommendation to delete the remaining uninstalled portion of the project. The materials that were intended for the remaining portion that is already purchased by the Contractor will not be turned-over to MCWD. A meeting between the Contractor, PMO, and Dir. Eugene Elizalde was conducted on February 26, 2015 to discuss the status of the project. GTCI informed MCWD that the pipelaying works for the Madaue City component of the project, which component is under DPWH jurisdiction, is impossible.
                      PMO will make the computation for the final closing of the project. The Contractor cited that the DPWH has not yet acquired the lots for its proposed road expansion project wherein the pipelaying could be carried along the sides adjacent to the shoulders of said road expansion. The Contractor also added that even if the DPWH could acquire the lots, these lots will be utilized for the entire roadway. There will not even be provisions for shoulders, because the sides of this proposed road expansion is already privately owned. The DPWH does not allow any construction on its road. Thus, the Contractor has no other place to lay the pipes.

The Contractor proposed that the Mandaue section of the project be deleted and that the materials already procured will not be turned-over by Contractor. GTCI was advised to make a formal letter on this proposal.

5.0 Proposed Mactan Water Supply Improvement Program - Package 3 Cluster B

The Contractor pointed out that the total variation orders that will be incurred is still less than 10% of the project's cost even if the variation order for the said portions will be appproved. Contractor also added that these portions are already granted excvation permits from the City of Lapulapu. A meeting between the Contractor, PMO and Director Eugene Elizalde was conducted on February 20, 2015 to discuss the status of the project. Director Elizalde expresses his concerns about the Variation Orders in that it should not exceed 10% of Original Contract Cost.  Variation Order No. 1  which was already approved will cause a 4.02% increase. The pending Variation Order No. 2, which is for Carajay Road and Dad Cleland Avenue will also cause additional 2.04%, if approved. Dir. Elizalde instructed the Contractor to complete the remaining areas such that the total variation orders will not exceed 10% of the original contract cost. 
                    PERT/CPM for revision MCWD has replied to Contractor reminding the latter's official reply on the discussion last month related to the variation order. Lapulapu City has already granted excavation permits for Carajay Road and Dad Cleland Avenue. So far, these and the Cordova component are the only remaining areas of this project that was granted an excavation permit. The Cordova component is almost complete. However, no works have been conducted for Carajay Road and Dad Cleland Avenue since the Contractor is still awaiting either the approval of Variation Order No. 2 or the permission from BOD to proceed works on these areas.

6.0 Proposed Expansion/Lateral Project for Bacayan, Pit-os New Culion Builders Co. Php 22,019,495.65   22,019,495.65 20 Nov 2013 17 Jun 2014 - 100.00% 60.65% -39.35% The partial suspension of works for the project that was issued on December 15, 2014 was lifted by PMO on March 3, 2015. The Ø 300mm pipeline had already been installed and is awaiting for the hydrotesting. Installation of Ø 100mm pipeline is ongoing. The pipelaying works for this project were still suspended by PMO so that Contractor can focus in rectifying the defects on the asphalt restoration in its previous project in Pit-os, Talamban. The Contractor is hoping they could complete the said asphalt restoration so that by early week next month the suspension will be lifted.

Also during this month, the Contractor is also conducting concrete road restoration in this project. 
                          The negative slippage may be greatly attributed to the delay in the issuance of the excavation permit. 7.0 Construction of Proposed Man-1 Pumping Station for the MCWD In-House Water Sourcing Program Dakay Construction and Development Corporation Php 5,739,002.00   5,739,002.00 06 Feb 2014 05 Jul 2014 - 100.00% 25.70% -74.30% There has been no progress in the implementation of the project for sometime. The mechanical and electrical equipment/materials that comprised bulk of the 74.30% uncompleted work have not been procured/delivered until now. Most of the mechanical and electrical materials for the Man-1 Pumping Station have yet to be procured/delivered. This, despite PMO's repeated instruction to the Contractor to speed-up the procurement and delivery of mechanical and electrical materials. Ending this month, the combined accomplishment for Civil,  Mechanical, and Electrical Works is at 16.35%.
                    PERT/CPM for revision
As relayed by the AGM for Technical Services, the BOD had approved the Revised PERT/CPM prepared by PMO that reflects the delay in the issuance of both the Building Permit and Excavation Permit. Per Revised PERT/CPM, the new project completion date will be December 31, 2014. PMO awaits the Board Resolution before it will prepare the corresponding request for time extension.     Ending February 2015, the over-all project accomplishment is 25.50% while the slippage is -74.50%.

Although the Contractor has requested a specific duration to complete the project, PMO reminded the former that MCWD is not so much after the liquidated damages but that of the early completion of the project. PMO had also instructed Ma'am Iting to fast track the procurement of the excavation permit and that of the materials. 10.0 Construction of Proposed Cub-1 Pumping Station for the MCWD In-House Water Sourcing Program Geo Transport & Construction, Inc. Php 9,001,428.00   9,001,428.00 05 Sep 2014 01 Feb 2015 - 100.00% 24.25% -75.75% The DI pipes and fittings had been delivered and passed the QC inspection, however, the tapping saddles and PE pipes (for stub-outs) have yet to be delivered. It is PMO's policy not to allow the start of pipelaying works unless all the needed materials are available and had passed the QC inspection. The pipelaying woks therefore, can not start until the lacking materials have been delivered and tested. The DI pipes are already available and are inspected by MEQC. The flexible riser accessories had also been inspected by MEQC and will be delivered by the supplier after full payment by Contractor. Mechanical and electrical works are ongoing. Civil works is completed except for the painting of perimeter fence and control structure.
                      The pump intended for CUB-1 had been delivered. Result of the lab test conducted by  the MSSD showed it failed to meet the effeciency requirement.  The negative slippage is greatly attributable to the delayed procurement of materials.
                      The uninstalled mechanical, electrical, and pipeline components of the project have comprised the 75.75% uncompleted work.  
                          The BOD had approved the suspension of Contract Time for 40 days retroactive on the day 1 (NTP) of the Contract. The suspended period is equivalent to the number of days from the NTP until the Contractor secured the Excavation Permit. Once the Board Resolution is out, PMO will issue the Suspension Order. With this suspension, the new contract completion date will be March 13, 2015.

The Contractor responded by informing PMO that they (Contractor) are still willing to complete the project despite the big slippage. Several coordination meetings were conducted reminding the Contractor about fast tracking the procurement of materials and excavation permit. Contractor is also advised to make the request for MCWD personnel who will conduct the in-plant inspection. PMO has also informed the Contractor that based on the PERT/CPM they (Contractor) submitted, the project will already incur a slippage of 41.51% by the end of this month. Contractor was also advised that a slippage beyond -15% is a ground for termination of the project.
