Contractor has started
pipelaying works on July 31, 2015. Full implementation works on the project

letter to MCWD Management that it (Contractor) commits to continue and
complete the project; and to complete the project in three (3) months time

denied.

Company (VECO) has energized the power connection for CUB-1 on July 26, 2015.

Mr. Petrious P. Dakay represented DCDC during the July 15,
2015 meeting attended by the EXECOM to discuss DCDC's unsatisfactory project
performance. During the meeting, Mr. Dakay owned up the delay and admitted
that the company had problems on the procurement of materials. On the same
meeting, Mr. Dakay asked that DCDC be allowed to continue its work and
committed to finish the project by August 31, 2015. The EXECOM has granted
the request subject to the imposition of liquidated damages. |

project. MCWD invited Dr. Pericles P. Dakay, Dakay Construction CEO, for a
