PMO had set a meeting with the Contractor on the first week of January 2015 to the determine the cause of the delay in securing the excavation permit and to resolve the same.

Hopefully, this report will be taken up by the BOD Meeting next month. PMO, GM and Ana Construction had a meeting to come up with a solution regarding the termination of the project. The issue was not yet resolve because Ana Construction demanded the following: that MCWD will pay for the cost of the materials on hand without material testing, that the pipes intalled will be paid by MCWD even if these installed pipes are not yet hydrotested, and that MCWD will refund Ana Construction for the cost of the bidding.

There was also a meeting between MCWD top management and Ana Construction's joint venture partner Supreme Abf. The latter has denied that it is not in a joint venture with Ana Construction.

All these matters are already being handled by the Legal Department which is seeking remedies through legal actions.

                          The partial suspension issued by PMO for the works that are related to pipelaying is still in effect. Contractor is presently focusing on rectifying the errors in its previous contract. PMO had issued the Contractor a partial suspension for the works that related to pipelaying and instructed the contractor to focus on the restoration and hydrotesting of the newly installed pipes. The suspension will be lifted once the restoration and hydrotesting is already cleared. PMO had stressed out to the Contractor that the suspension cannot be a ground for time extension.
                          The negative slippage may be greatly attributed to the delay in the issuance of the excavation permit and partly on the instruction of the Brgy.                       The PMO is processing a Revised PERT/CPM to reflect the effect of the delay in the issuance of both the Building Permit and Excavation Permit. Steel doors at pump structure and entrance gate were already installed. Electrical and mechanical conduits at slab on grade were also installed.  The Mechanical and Electrical Works represent bulk of the 46.67% target for the month.  The Contractor  however, is still processing the procurement of most of the mechanical and electrical items including the DI pipes and appurtenances for the collector line. As a result, the project slippage has balooned from -1.40% last month to -39.88% this month.
                          The negative slippage were greatly attributable to the delayed procurement of materials. PMO had ordered the Contractor to speed-up the procurement of materials. PMO will call a meeting early January next year to discuss the procurement status.

Ending December 2014, the accomplishment for Civil, Mechanical, and Electrical Works is 88.54%, 14.51% and 7.29%, respectively. Accomplishment for the collector pipeline is 0%. Over-all, the project  has 10.79% physical accomplishment and a -39.88% slippage.
