                      A meeting between the Contractor, PMO, and Dir. Eugene Elizalde was conducted on February 26, 2015 to discuss the status of the project. GTCI informed MCWD that the pipelaying works for the Madaue City component of the project, which component is under DPWH jurisdiction, is impossible. The Contractor had already submitted to MCWD BOD the former's request for the termination of the Mandaue work component of the project. However, the BOD has extended the Contractor another time to secure the necessary permit. Thus, the Contractor had again requested the DPWH for an excavation permit on November 2014. However, the latter has once again denied said request.
                      The Contractor cited that the DPWH has not yet acquired the lots for its proposed road expansion project wherein the pipelaying could be carried along the sides adjacent to the shoulders of said road expansion. The Contractor also added that even if the DPWH could acquire the lots, these lots will be utilized for the entire roadway. There will not even be provisions for shoulders, because the sides of this proposed road expansion is already privately owned. The DPWH does not allow any construction on its road. Thus, the Contractor has no other place to lay the pipes.  
                      The Contractor proposed that the Mandaue section of the project be deleted and that the materials already procured will not be turned-over by Contractor. GTCI was advised to make a formal letter on this proposal.

5.0 Proposed Mactan Water Supply Improvement Program - Package 3 Cluster B

Director Elizalde expresses his concerns about the Variation Orders in that it should not exceed 10% of Original Contract Cost.  Variation Order No. 1  which was already approved will cause a 4.02% increase. The pending Variation Order No. 2, which is for Carajay Road and Dad Cleland Avenue will also cause additional 2.04%, if approved. Dir. Elizalde instructed the Contractor to complete the remaining areas such that the total variation orders will not exceed 10% of the original contract cost.  Lapulapu City has already granted excavation permits for Carajay Road and Dad Cleland Avenue. PMO and the Contractor had a joint survey for these areas to determine the projected variation order which is expected due to the conditions imposed in the excavation permit. PMO had instructed the Contractor to request MCWD BOD for the approval of this projected variation order together with the variation order for B. Benedicto Road.
                  PERT/CPM for revision Lapulapu City has already granted excavation permits for Carajay Road and Dad Cleland Avenue. So far, these and the Cordova component are the only remaining areas of this project that was granted an excavation permit. The Cordova component is almost complete. However, no works have been conducted for Carajay Road and Dad Cleland Avenue since the Contractor is still awaiting either the approval of Variation Order No. 2 or the permission from BOD to proceed works on these areas. The Variation Order for B. Benedicto Road (V.O. 1) was taken up by the BOD. The project Varation Order for Carajay Road and Dad Cleland Avenue (V.O. 2) was already endorsed by PMO to the BOD. Howver, this is yet to be taken up by the latter. There is no physical activity for this month since the Contractor is still seeking the approval of the proposed Variation Order for Carajay Road and Dad Cleland Avenue or the permission from the BOD before Contractor can proceed works.

6.0 Proposed Expansion/Lateral Project for Bacayan, Pit-os New Culion Builders Co. Pipelaying works of the project is ongoing except for the area going to Sitio Kauswagan where the Contractor was instructed by the Brgy. Captain not to proceed works until MCWD could provide water to the Sitio. PMO had advised the Contractor to secure a certification from Talamban Barangay Council regarding the work stoppage. Contractor was also advised to make their request regarding time extension directly to MCWD BOD.
                          Also during this month, the Contractor is also conducting concrete road restoration in this project.  The partial suspension issued by PMO for the works that are related to pipelaying is still in effect. Contractor is presently focusing on rectifying the errors in its previous contract.
                          The negative slippage may be greatly attributed to the delay in the issuance of the excavation permit. The PERT/CPM of the project as well as the Time Extension is being processed. Most of the mechanical and electrical materials for the Man-1 Pumping Station have yet to be procured/delivered. This, despite PMO's repeated instruction to the Contractor to speed-up the procurement and delivery of mechanical and electrical materials. Ending this month, the accomplishment on Civil,  Mechanical, and Electrical Works are 85%, 11% and 0.60%, respectively.

Ending February 2015, the over-all project accomplishment is 25.50% while the slippage is -74.50%.  The installation of the Ø150mm collector pipeline is ongoing; ending this month, the Contractor had installed 132m of the 156m to be installed under the Contract.
                      The PMO is processing a Revised PERT/CPM to reflect the effect of the delay in the issuance of both the Building Permit and Excavation Permit. Ending January 2015, the over-all project accomplishment is 24.28% while the slippage is -75.72%.                       Although the Contractor has requested a specific duration to complete the project, PMO reminded the former that MCWD is not so much after the liquidated damages but that of the early completion of the project. PMO had also instructed Ma'am Iting to fast track the procurement of the excavation permit and that of the materials. Ma'am Iting was also instructed to make the request of the MCWD personnel who will conduct the in-plant inspection of the pipes.

Most of the activities during this period were focused on concreting works, steel works, and installation of pumping station discharge line.
