This is equivalent to 74.43% of the total length to be replaced.
Time extension is under evaluation     The slow pace of the retrieval and replacement of the defective HDPE pipelines was due to the late approval from contractor BNR to allow Felman Builders to demolish the former's newly concreted roads.
Felman is already conducting hydrostatic testing along Brgy. Tingub and it is expected by next month that this area will be turned-over to MCWD.
PMO advises Felman Builders to concentrate their efforst on Green Hills Subdivision since they can work full blast in the area.

The application for a new permit is still pending at the Provincial Environment and Natural Resources Office. This is because the newly elected Provincial Governor is requiring a new Mayor's Permit from the newly elected Mayor of Talisay City, and a new Barangay Clearance for year 2013 from Barangay Jaclupan.
To date, the volume of silt disposed outside the Jaclupan facility remains at 1,410 cubic meters as the contractor cannot haul/dispose the excavated silts without the new permit. At present, some 32,196 cu.m. of excavated silts are temporarily stockpiled within the facility awaiting disposal.

The contractor has submitted a revised interconnection scheme since the original scheme cannot be implemented due to the presence of 36" Ø darinage culvert and the proximity of the existing line and the culvert is less than 1". PMO is still evaluating the said revised interconnection scheme.
PERT/CPM for revision The contractor has submitted a request for time extension due to unfavorable weather condition and the delays in the delivery of fittings and valves.               PERT/CPM for revision MCWD management have already approved the contractor's request for additional time due to delays of acquiring the excavation permit from the Lapulapu City Engineer's Office. The new terminal date will be on  September 15, 2013.
GTCI has requested for suspension order since they have almost competed the work items under the contract except for the revised interconnection works which is still being negotiated. PMO is still evaluating the contractor's request for suspension order.
MCWD through PMO is studying the possibility of giving the contractor extra work order - stub-out assembly installation. This extra work is part of the approved MOA between MCWD the lot owners since the lot owners will not allot our pipelines to cross their lot without the agreement that a stub-out will be installed.

PMO already relayed to the contractor that the bridge crossing pipelines will be deleted.
PMO is instructing GTCI to keep on following up from DPWH regarding their request for excavation permit.
Contractor cannot be blamed for the big negative slippage because of the delay in the granting of the permit from Cebu City. Further, after the granting of the permit, the Barangay Captain of Talamban did not allow the contractor to proceed with the excavation works. Contractor will be definitely granted a time extension.
