1.0 Prop.                       Ending July 2013, 70.06% of the defective HDPE pipes were already replaced. Remaining pipes yet to be replaced are 484 meters.
                Time extension is under evaluation     Minor accomplishment was achieved by the contractor along Brgy. Tingub due to the complexity of the replacement work since it entails concrete demolition, retrieval and re-installation of HDPE pipelines and concrete restoration. The slow progress was compounded by the refusal of BNR, the contractor of Mandaue City for the road restoration works, to let Felman demolish its newly concreted road.
                    A meeting was held at Brgy. Tingub between Felman, BNR, MCWD and Brgy. Officials to discuss the refusal of BNR to let Felman demolish their concreted roads and to find a solution that will benefit all parties. BNR has not yet approve Felman's request to demolish its newly concreted road.
                          The uPVC pipes intended to replace the defective pipes at Greenhills Subdivision have already arrived. It will be subjected for QC inspection. Felman is requesting for an additional time extension due to the delay of the arrivals of the pipes for Greenhill Subdivision. PMO is still validating and evaluating Felman's request for time extension.
                       
2.0 Prop. Mactan Water System Improvement Program - Package 5 Ana Construction PhP              38,443,210.45      41,920,833.99 05 Jan 2011 31 Oct 2011 PERT/CPM to be revised - 65.88% - The project is 'totally suspended' since June 24, 2013 following the revocation by Lapulapu City of the Excavation Permit granted to MCWD for failure of the Contractor to complete the pipelaying works along section of Pajac Road within the agreed period.
                  PERT/CPM for revision MCWD has been coordinating with Lapulapu City for a meeting with the City Mayor. Related to this, Lapulapu City Engineer OIC Allan Pedrigal informed PMO that the Mayor's Office had asked an advance copy of the MCWD Development Plan for Lapulapu City. The CorPlan is preparing the said document for submission to the City.
                           
3.0 Prop. 4.0 Prop. Ø150mm & Ø100mm D.I Distribution Line along Umapad-Opao, Mandaue City New Culion Builders Company PhP              15,726,332.82     15 Mar 2012 9 Nov 2012 29 May 2013 100.00% 93.84% -6.16% The contractor has completed the asphalt restoration works along Plaridel Street, Mandaue City in time for the scheduled "Ironman Event" that will take place on August 4, 2013.
                      The project is almost complete except for minor remaining works such as installation of appurtenances and few units of stub-out assemblies, rehydrotesting of the entire line and disinfection and interconnection works.
                      Contractor is reminded to fast track their remaining works since their project is long overdue.
                      An extra work involving the installation 6" lateral line in preparation for the proposed more than 500 condominium units is being offered to the contractor. An extra work order with additional time is being prepared for MCWD management approval.
                           
5.0 Jaclupan Desilting WT Construction PhP                8,000,000.00     17 Jun 2012 17 Dec 2013 16 Jul 2014 25.00% 8.00% -17.00% The 90-day Special Waste Disposal Permit granted by PENRO had expired on June 1, 2013. The application for a new permit is still pending at the Provincial Environment and Natural Resources Office. This is because the newly elected Provincial Governor is requiring a new Mayor's Permit from the newly elected Mayor of Talisay City, and a new Barangay Clearance for year 2013 from Barangay Jaclupan. 
                          To date, the volume of silt disposed outside the Jaclupan facility remains at 1,410 cubic meters as the contractor cannot haul/dispose the excavated silts without the new permit. At present, some 32,016 cu.m. of excavated silts are temporarily stockpiled within the facility awaiting disposal.

7.0 Proposed Ø250 mm D.I. Water Distribution Line along Sitio Malinao, Agus-Marigondon, Lapulapu City Geo Transport & Construction, Inc. Php 7,488,159.00   7,488,159.00 28 Jan 2013 01 Jul 2013     47.04%   The contractor has already installed 97 lengths of pipes out of the required 109 lengths.
                PMO ordered the contractor to restore the affected road pavement, shoulder, etc within 45 calendar days from start of excavation as stipulated in the permit. The Contractor had committed to comply the said requirement.
            Time extension request  under evaluation PERT/CPM for revision Contractor was informed of the revision of the 'interconnection detail' after it was verified that the supposed existing Ø350mm pipeline, to which the proposed pipeline under this contract will connect, has yet to be installed under another contract. Instead, the proposed pipeline will connect to the existing  Ø150mm pipeline. ED had already prepared the revised interconnection scheme; the same was already forwarded to the contractor. PMO awaits contractor's cost estimates prior to negotiation.
                    Contractor has requested for a time extension due to the delay in the issuance of excavation permit by LGU. PMO may grant the request because the contractor has been applying for the permit from the LGU within the period for the acquisition of permit as set in the PERT/CPM. However, the permit was only issued to the contractor later after the period for the acquisition of permit. With a time a extension to be granted, the PERT/CPM may also be revised.

              PERT/CPM for revision The Contractor had secured the Excavation Permit from the Cebu City Engineer's Office (for the Cebu City work component of the project) May 2013 yet, however,  Brgy. Talamban officials wont allow the Contractor to start the pipelaying works. Lately though, following the request of the Barangay Captain, a MOA between MCWD and Brgy. Talamban that will cover the 'restoration-related' concerns of the Barangay is being worked out by the MCWD Legal Department. The Brgy. Captain will present the draft MOA to the council during its regular session next month.
                For the Manadue City work component of the project, the Contractor is still awaiting issuance of the Excavation Permit by the DPWH

10.0 Proposed Design and Construction of 1000M3 Modular Water Tank for JV Water Sourcing Program Houston Hydrotech Products and System Inc. Php 10,650,121.15     03 May 2013 29 Nov 2013   1.95% 1.40% -0.55% This is a Design and Build project. This type of project follows a 2-phase activity, the Detailed Engineering Phase followed by the Construction Phase. 
                        The Plans and the Specifications for the Site Development component of the project  were already evaluated by PMO and returned to the Contractor for appropriate action. Contractor is expected to submit the final Plans and Specifications for MCWD approval/signature early August 2013. After the approval, the Contractor will process the building permit with the Office of the Building Official. The requisite Barangay Clearance for the building permit application had already been issued by Barangay Guadalupe. 
                        For the Modular Tank  component, the Contractor had submitted the Plans and Specifications on July 15, 2013 and the Structural Design Analysis on July 25, 2013. PMO had endorsed the submitted documents to the Engineering Department for evaluation/comment.
