1.0 Prop. Pipeline Expansion for Cabancalan Bulk Water Supply Felman Builders and Contractors PhP              16,744,730.61      16,744,730.61 28 Apr 2010 06 Feb 2011 31 Jul 2013   93.7%   For this month, the contractor has replaced 306 linear meters only of the defective HDPE pipes. The slow pace was due to the late approval by BNR (Contractor of Mandaue City road project) to allow Felman Builders to demolish the former's newly completed concrete road. To date, 74.43% of the defective HDPE pipes has been replaced.

Felman is already conducting hydrostatic testing of the installed replacement pipes at Brgy. Tingub; this section is expected to be partially turned-over to MCWD next month.
PMO advised Felman Builders to undertake replacement work at Green Hills Subdivision since it can work at the area unhindered.
The contractor has a request for time extension; it is still being evaluated.

The same has been partially turned-over to the PDD for commissioning.

The request for time extension until August 29, 2013 has been approved.                       The contractor will be conducting disinfection activity along Plaridel Street by next month; it is then expected that this area will be partially turned-over to MCWD for commissioning also next month.

5.0 Jaclupan Desilting WT Construction PhP                8,000,000.00     17 Jun 2012 17 Dec 2013 16 Jul 2014 25.00% 8.05% -16.95% The 90-day Special Waste Disposal Permit granted by PENRO had expired on June 1, 2013. The application for a new permit is still pending at the Provincial Environment and Natural Resources Office. This is because the newly elected Provincial Governor is requiring a new Mayor's Permit from the newly elected Mayor of Talisay City, and a new Barangay Clearance for year 2013 from Barangay Jaclupan. Lately, the Contractor had secured the new Mayor's Permit and Barangay Clearance and the documents were already submitted to PENRO.
To date, the volume of silt disposed outside the Jaclupan facility remains at 1,410 cubic meters as the contractor cannot haul/dispose the excavated silts without the new permit. At present, some 32,196 cu.m. of excavated silts are temporarily stockpiled within the facility awaiting disposal.

The contractor has submitted a revised interconnection scheme (V. Rama-Quijada St intersection) since the original scheme cannot be implemented due to the presence of Ø36" RCPC drainage very close to the existing line. PMO is still evaluating the revised interconnection scheme.
PERT/CPM for revision (due to unworkable days) The contractor has submitted a request for time extension due to unfavorable weather condition and the delays in the delivery of fittings and valves. PMO is still awaiting for the additional documents to be submitted by the contractor to subtantiate their rerquest for additional time.

7.0 Proposed Ø250 mm D.I. Water Distribution Line along Sitio Malinao, Agus-Marigondon, Lapulapu City Geo Transport & Construction, Inc. Php 7,488,159.00   7,488,159.00 28 Jan 2013 01 Jul 2013 15 Sep 2013 84.68% 86.97% 2.29% Except for the section near the interconnection point, the installation of pipes under the contract is now practically complete. The installed pipes had already passed the hydrotesting. Likewise, the contractor had completed the aspahlt pavement restoration prior to the 45 calendar days period set on the issued Excavation Permit.
PMO and GTCI will start the  negotiation for the revised interconnection scheme after GTCI submitted their cost proposal.
The MCWD Management had approved the request for time extension until September 15, 2013 to cover for the late issuance of the Excavation Permit by the LGU. Effectively, September 15, 2013 will be the new project terminal date.
The PMO is studying the possibility of giving the contractor extra work order for the installation of a stub-out assembly. The installation of 1 stub-out assemby is an obligation of MCWD under a MOA with the heirs of a private property in consideration for allowing MCWD to install pipes at the latter's property.

PERT/CPM for revision For the Mandaue City section of the project, the DPWH until now has yet to issue the Excavtion Permit. PMO had ordered GTCI to regularly follow up with the DPWH the application for excavation permit.
The big project slippage is totally due to the delay in the issuance of the Excavation Permit further compounded by the delay in the start of the pipelaying works (Cebu City section of the project) when Brgy Talamban Officials prevented the contractor from proceeding with the works despite  the Excavation Permit issued by the Cebu City Engineer's Office. Since the contractor is not at fault, a time extension will be granted and the project PERT/CPM will be revised to reflect new schedule and targets.
